I had an idea I wanted to pass along for your consideration. Some time ago there was discussion about allowing users to upload their own notes for others to download. This idea is similar. Mantis could host, and allow users to upload and download bible study questions. I would envision that login would be required, web entry would employ a template to support automatic formatting, and the question could be associated with a verse, a passage, or possibly a topic (although I am not sure how this later one would work from an organization standpoint). Users would have to indicate that the questions have not been taken from any copyrighted source. Such a repository would be helpful for individual study as well as aiding bible study leaders in preparing for group study.
