I moved to a 3Gs and now I do not see my purchases that were originally purchased when I had a 3G. How can I transfer the purchases to my new device? I've logged in on the iPhone but no new downloads are found.

If you've already put your user name in under Tools, Options, User Name, and your purchases aren't showing up as "Ready to Download" automatically, then you need to email support so we can reset your user name. That'll solve it.
